The following is a quote from the 911 Commission Report1 that highlights the need for continued testing and evaluation of Operational Resiliency plans.“Second, government agencies at the state and local level need to create, regularly update, and practice plans for emergency response. They need to have living, breathing emergency response plans that embrace the Unified Incident Command System. Hurricane Katrina taught us a lesson that we should have learned from 9/11: We cannot wait for a disaster to hit and then look for the plan.”
